I would like to make it look like fog rolling over the peak of a mountain. Similar to how clouds roll through the Tetons and not over them. Or like the fog pulling back off the hills of Ireland. I would love any photoshop tips.
You could try putting a drop shadow on the cloud and toggle with the distance to put it over the body. I'm not sure if that will fix it, but it's worth a try. Good luck!
Does anyone know how to create the look of clouds overlapping the body? I have tried a few things and they all look fake...

Have you run through different blend modes. Overlay might work.
