In some situations it might work to charge by time, but generally it is not ideal as you would begin to penalize yourself for working more efficiently. It would be better to get an understanding of what exactly the client needs in the end and charge based on that.
Don't forget to take into account all of the possible uses of your images by the client when licensing them.
